Senior Chinese officials are meeting in closed session in Beijing to discuss stricter rules for the Communist Party. The gathering, known as the Fifth Plenum, brings together roughly 300 members of the Central Committee. State media say the four-day event, which began Monday, aims to tighten discipline within the party's ranks.

The timing is strategic. This session occurs one year before the next Party Congress, the event where new priorities are set and a new central committee is appointed. Although the central committee officially selects the top leadership, the selection process remains secret within the party elite. The next congress is expected to reappoint Xi Jinping as leader, a move made possible by the recent abolition of term limits.

The agenda focuses on comprehensive strict governance. A readout from the 21-member Politburo in September indicated the plenum would adopt decisions on this issue. Analysts interpret this as a move to ensure obedience from distant party officials. The session offers Xi a chance to dictate strategy and align views among delegates before the larger congress.

The meeting is marked by recent purges that have removed many senior figures. The Asia Society Policy Institute estimates that only two of the 44 military members appointed to the Central Committee in 2022 remain in their positions. Allegations of corruption and moral corruption have driven these removals. Experts note that moral corruption is often used to crack down on perceived disloyalty to Xi.

The purge has also affected the Central Military Commission. This seven-man body, which runs the armed forces, has been reduced to only two members: Xi Jinping and one other general. The current plenum provides an opportunity for Xi to appoint new officers to this critical position. Delegates may find the atmosphere tense as they navigate the empty chairs left by recent departures.

The specific location of the meeting has not been announced. Past plenums have typically been held inside Beijing's Jingxi Hotel. These annual meetings are highly secretive, but a summary of decisions and a detailed document will be released after the session concludes on Thursday. The event is being watched closely as a signal of the leadership's priorities for the coming years.
