China's Communist Party leadership elevated Gen. Zhang Shengmin to the Politburo on Thursday. This promotion places the vice chairman of the Central Military Commission into the top governing body of the party. The move restores a military representative to the Politburo, a position that had been vacant since President Xi Jinping removed two other senior generals from their posts. Zhang is currently the only general serving on the Central Military Commission alongside Xi. He also serves as deputy secretary of the CMC Commission for Discipline Inspection, a role focused on internal military discipline.

The promotion occurred during a four-day closed-door meeting in Bangkok. Top party leaders used the session to deliberate and adopt resolutions that will guide the organization in the coming years. The timing of the meeting is notable because it takes place roughly one year before Xi is expected to secure a fourth five-year term as party leader. During the session, the group also adopted a resolution aimed at strengthening self-governance, discipline, and anti-corruption efforts within the party.

The party described the tasks facing it as increasingly arduous. These tasks include uniting and leading the people to safeguard national sovereignty, security, and development interests. The resolution called for the party to step up its self-governance by rooting out corruption and maintaining ideological purity. According to a summary released by the official Xinhua News Agency, the party must maintain its progressive nature and purity while keeping close ties with the people. The goal is to enhance its long-term governance capacity.

Xi has led an anti-corruption crackdown since taking power in 2012. Analysts note that the current focus has expanded to include officials who are underperforming, not just those accused of corruption. During the plenum, party members reviewed earlier purges of top members and military officials. The group confirmed these personnel changes as part of the meeting's proceedings.

Neil Thomas, a senior fellow at Asia Policy who studies Chinese politics, analyzed the attendance records from the meeting. He calculated an attendance rate of 74 percent. This figure represents the lowest turnout since the era of former leader Mao Zedong, who regularly conducted political purges. Thomas noted that the plenum revealed wider-than-expected purges among the leadership.

The meeting concluded with the adoption of the new resolutions. The party leadership will now implement the guidelines for self-governance and discipline. The elevation of Gen. Zhang Shengmin marks a shift in the composition of the Politburo. The party will continue to operate under these new directives in the lead-up to the next leadership term.
