California holds the largest voter registration in the United States, with more than 23 million registered voters according to Secretary of State Shirley Weber. This massive turnout dictates a specific timeline for how election results are reported and finalized in the 2026 midterm cycle.

County election officials must report initial results to the Secretary of State no more than two hours after they begin tallying votes on November 3. The data posted that evening consists of semi official results derived from in person ballots cast at polling locations, early voting ballots, and mail ballots processed before Election Day.

The state operates on a strict schedule for finalizing these numbers. County officials have 30 days to confirm that all valid ballots are counted and included in the final results. The Secretary of State then certifies the statewide results 38 days after the election, which sets the official deadline for the 2026 midterms at December 11.

During the 30 day canvass period, officials process provisional ballots, same day registration ballots, and mail ballots postmarked by Election Day and received within seven days. This phase involves comparing envelope signatures to records on file. If a signature is missing or does not match, state law requires officials to contact voters for verification.

Voters have until eight days before the county certifies its results to verify their signatures. Elections officials must also conduct a public manual tally of 1 percent of the ballots to check the accuracy of the automated count. Counties must count and report on all ballots by the 13th day after the election, though specific exceptions may delay finalization.

Ballots requiring duplication, forwarded ballots, provisional ballots, mail ballots with signature issues, and late postmarked ballots may fall outside the standard deadline. County officials who cannot meet the canvass deadline must file an extension with the Secretary of State, including the reason for the delay.
